Its no that it has the feel of filler, it is that the tension that was in the previous arc isnt necessary for thriller bark. That way the emotional hit you get in the following arc is stronger. The thriller bark saga is the shortest saga in both the manga and the anime yet, running through only 5 volumes and 48 chapters for the manga, and 58 episodes for the anime. It is also the first saga to have only one canon story arc, followed by the wano country saga , as well as the only one to take place in the first half on the manga series.
